Remember, I know you will have trouble hitting monsters right now. This will be fixed.
For NPCs: Should the dodge AGI be around what it was before? If that is the case, to get it back to where it was, I need to lower AGI by about 6-8 on their dodge rate. I think this is needed anyways cause they shouldn't dodge as much as players do.
For hit rates, if I want it to be the same, I'd do opposite and increase it by 6 to get that 'average 50%' again. Do we want this, or should I keep the hit rate the same against players?
Alternatively I can just modify the formula I think so we dont have to make NPCs with 20 agi attack and 2 agi dodge. Will be confusing that way.

Going to give PVE combat 20%+ to both attack and dodge which will make it better.
Before you could have a hit rate of 70% with 24 agi, and with 18 agi was 30% on NPCs. 50% was baseline for same AGI.
Now it is 55% baseline, 65% with 24 agi, and 45% with 18 agi, or around. They might hit you a little more then before, but I am going to adjust all monsters by -2 or -3 AGI to compensate for this, so the that will knock off 4-6%, and their baseline will start like it was at 49% or 51%. (from 55%).
