Accessible level 25 helm.

The onyx helm is pretty much monopolized by 1 guild, and the contaminated specialist helmet (God forbid its terrible name) isn't that easy to come across. Wouldn't you think it's fairer if we had regular or orange mobs that dropped level 25 helms? Say... something equal to an emerald helmet, but can only be equipped at level 25. This would allow all those 25ers roaming with skull helmets, guard helms, or store-boughts with something decent until they can get their hands on the OAD headpieces.
