Eh... not sure if its intentional or not.
Wiken does not have Blank Scrolls or Scrolls of Enchant.
Drevlar does not have drink, and dwarves need their Alcohol! No wonder the poor things are going crazy.

Wiken also doesn't have emberstones, despite selling equipment, nor does Fort Holdur. So you have to run all the way back to Canopia to buy an emberstone if you don't keep some in your vault.

Ah, I never noticed the Fort one, but eh, no temples there, so was never a bother.
My thoughts:
Fort Huldar is a military complex on the border of the Dreadlands, so you can rp the fact that it does not have supplies like ember. It is concerned with defence and survival and stocks supplies suitable for this.
Wiken is a town of peace. To me that would mean a higher focus on the esotoric (arts, philosophy and, because this is a game with magic, magic). So it would make sense for it to stock magical supplies (maybe even bright/brill scrolls! or not... I have chanter so I'm not too bothered, but... maybe bright).
Most importantly: Drevlar is a DWARF town. Dwarves need alcohol, they die without it (medical fact). Unles off course the lack of alcohol is contributing to them going crazy (but then why has no one built a still or started to import alcoholic beverages?). This should probably be added to Fort at least. Wiken I can understand, but not Fort.

Not happening. Drelvar has more than enough booze via the taverns, pubs, and bars in that city. No need for actual liquor items. Dwarves like to drink with other dwarves, hence why there are so many of those places in that city. They're miners and after a hard day's labor they go to the bars to drink their fill, socialize, and imbibe.

Then sell alcoholic beverages in taverns/pubs (and add something to Drevlar taverns/pubs - otherwise there is no place to buy drink at all in Drevlar which I find to be strange), could even sell meals there as well, and optionally remove them from the shops (although it is convenient to find both food/drink in shops)?
Actually the more I think about it the more it makes sense to have an eating/drinking option in taverns:
Buy a meal
Buy a drink
Buy a meal and a drink
Have it cost more than a meal/drink but have it restore more or just faster hp/mp regen than a normal meal?
Or just have it as it is in shops, you buy and it is added to you pack.

I'd say it would make sense form both an RP perspective as from a gaming mechanics to sell drinks in Devlar, but given its a dwarf town, we need Ales.
