Not sure if this is an oversight or a bug.
But at one point (a month ago? maybe longer...)
Decided to see how they worked
I had 3 embers. Put one into a weapon it was a 2%, i tried another on the same weapon and it became a 1%.
If this is still the case, could it be changed so that you can only upgrade?
Also< I do not suppose you could add the "humming" text (or some such) to them so you know what quality they are (I know there is text, flavourful too, but I am easily confused).
Embers - only able to upgrade.
Embers - only able to upgrade.

The difference is in their names, but I could see it being in the description text too just for the sake of clarity.

This won't happen, because you may want to change your ember completely. Embers override, they always will anyways. I will not lock it to upgrade again as stated above. Plus there will be more types in the future.
Some more information on the ember itself could work (I.E short text about strength and overrides) though. But won't be until I'm back.
Re: Embers - only able to upgrade.
What about restricting the changes to a different div or higher grade?
