Smite, aka Fizzle

This spell is pretty useless at 19 and 20 unfortunately. It's available to buy at 19 but, as an example, I fizzled 9 times in a row, then unaffected twice, then fizzled again. This is on a lvl20 18 int paladin. I get that my INT could be higher but I think it's pretty reasonable and I doubt many, if any, paladins would go over 21 int.

Is it not intended to be used for leveling? If it all smooths out in a couple levels that's ok but it obviously has the capability to change leveling for paladins and clerics quite a bit. I'm fine with a modest fizzle rate, as in more than heals, but seems excessive atm.

Thoughts?
