For those who have used one of them scrolls to increase maximum HP/MP will it be applied to the character when the forced re-allocation is complete or will there be a re-imbursement?

Reimbursement, as said in the update post. Get in contact with me when you used them (around) so I can verify it in the logs and I will reimburse.
