Caster/Combat Staves.

I know there has been a suggestion about having rods/wands etc for casters... but here is an idea that can be easily implemented from now (since the mechanic already exists).
Combat Staves - They will basically be the staves already in existence (no need for adjustments)
Caster Staves (maybe renamed to Rods) - These will be a variation of the staves already in existence. They will have a lower AD, but a higher spell penetration.
If this is done... What will happen with the Bone Staff. Aye Bone Staves if changed to either one, will mean one type of class (monk/caster) will have one less droppable item for them.
This could be offset by having the caster monsters (Adept Cultist for example) potentially drop a Rod.
Also... is it possible for Spell Penetration to have an effect on healing? That would be nice.
Also also! If this is done, would it be possible to have the Spell penetration show up in the item description (and maybe in character info)?
