PK Bounty system

So, I know there is an older post about this, but the thread is locked.
I'm new here but I'd like to post this suggestion:
Allow all players to post bounties on other peoples head. The bounty gets anonunced by the server, and you can check unclaimed bounties in the tavern.
Here are the restrictions/rules:
Level 25 players cannot put bounties on lower leveld players. Only on other level 25 players.
A bounty placed on someones head locks his current guildmembers for 1 week from claiming the bounty. Yes after 1 week his own guildies can claim it, that would still be a punishment of not playing that character for a week, thus a newb gets his payback and satisfcation.
The next issue is that newbs don't have gold to place decent bounties: 1.They stack 2.They have a built in multiplier based on level, and scales down the higher level the player is who puts the bounty until a 0% increase from a lvl 25.
Another idea instead of letting guildmates claim it after a week(they get perma locked from getting the bounty): The bounty could increase periodically with the amount of minutes that character is logged in, creating fun manhunts.
If a players bounty amounts to x gold(50k?), and he survives a week, his guild gets a 10pp coin.
Another potential addition.
Leaving a guild = 1 day cooldown to join a new guild?
