"advertisements" (ie limited worldchat)

Apologies if there is a post on world-chat functionality elsewhere (i vaguely remember seeing that it was tried and removed but cant find the thread)
I'm suggesting a limited world chat functionality that players can initiate from taverns (called "advertisements")... Essentially its a system broadcast initiated by the player for a fee of say 500-1000 gold while at a tavern. Doing it from a tavern (stops the "help im stuck in X zone, please rescue me") and and the gold cost would hopefully deter people from just using it to chat about random garbage. If it is abused (eg used to vilify players etc), then staff can warn/ban the offender or switch off their account's "advertisements" privilege (if such a thing could be coded).
It should probably show up in the "alert" tab with something to denote its from a player rather than staff "ie Advertisement from X" as opposed to "System Broadcast from Staff"
Hopefully something like this would:
1. Promote smoother inter-guild partying/interaction (e.g. "we need a 6th man for the upcoming 6v6 pvp event, page X", "looking for someone to level with, page X") which currently requires you to be bothered paging a whole bunch of individuals separately (who are potentially all idling)... by such time the event may already be starting etc (esp when some events are organized spur of the moment with only 5-10mins notice)
2. Present an alternative to forums for advertising sale of items/services ("blue tainted claws for sale - 20k, page X", "looking for leveler for bard, 200k contract, Page X)
