Most wanted posters/bounties/etc.

Imagine there was a "Most Wanted" list posted in the taverns of who were the most prolific PKers of that day or week?
You could potentially have bounties available for killing them or some sort of reward for being the most prolific PKer over a certain period.
You could also have a reward for the most bounties claimed.
This would help promote PKing and general conflict and give people something to strive for.
This idea would need careful working to make sure it's not open to abuse, which i still haven't worked out the best way to do this yet.
Perhaps make it the "killers" have to accept a quest from a bandit/assassin leader NPC (to start your kill counter, and only certain kills would count, i.e. noone who has an account in your guild, only 1 character per account counts as a kill, etc.)
Similar idea for bounty hunters, maybe they'd accept a quest from a mayor or clergy person to rid the area of the "most wanted" etc.
Disclaimers: This idea is very rough at the moment, but has the potential to possibly be really good.
