Dwarves like to drink with other dwarves, hence why there are so many of those places in that city. They're miners and after a hard day's labor they go to the bars to drink their fill, socialize, and imbibe.
Then sell alcoholic beverages in taverns/pubs (and add something to Drevlar taverns/pubs - otherwise there is no place to buy drink at all in Drevlar which I find to be strange), could even sell meals there as well, and optionally remove them from the shops (although it is convenient to find both food/drink in shops)?
Actually the more I think about it the more it makes sense to have an eating/drinking option in taverns:
Buy a meal
Buy a drink
Buy a meal and a drink
Have it cost more than a meal/drink but have it restore more or just faster hp/mp regen than a normal meal?
Or just have it as it is in shops, you buy and it is added to you pack.

Some builder add it. Gogo.
I thought it would be the other way about
