Since no one is replying let's have a basic poll.
Some people think the damage is too low for rage. I disagree, but I'm still interested in what people say. At the moment it is 30%. This means that sometimes your highest attack can sometimes be your lowest attack with rage damage. I.E. If your damage scales between 150-205. A rage on a 150 attack would be 195 damage.
It's not that you're attacking lower, it's just your weakest hit amped up pretty much. Obviously a 195 rage would be 256 damage.

However, if we want it higher we need to see about limiting the amount of rages you can do. I'm thinking 3 maximum. I think in PVE this would balance itself out because though you can rage 4-6 times, the damage is less. In PVP obviously it would help as you often don't rage more then a couple times.
I would also remove the negative AGI per rage as it won't be needed though either.

Barbarians though are a bit scary. with div and 23 STR it is 197-265 damage. No div is 172-230.
Looking at the values, I feel that 50% MIGHT be too much. But bringing it up to 40% and the above changes would ensure that your lowest rage hit is always higher then your higher regular hit. While raging , you'll do around 1378 damage if you hit with 4 attacks. Not a common occurrence, but might be good. I.E> You hit 3 times with 265 damage rage attacks, which is 371 damage. then final damage is 265 = 1378 damage.
However, it's better to look at the average damage, which is 231 with 23 str on barb. 323x3 + 231x1, more like 1201 damage on average. Again this would be a more rare occurrence. You must remember you cannot move square when raging, it will reset, so you cannot 'pre-rage' yourself. Plus landing that many attacks in a row is unlikely in PVP (aka all 4 plus the two starting ones, you'd need 6 attacks in a row to land your super rages.)
I also think limiting them will prevent them from 'derp'leveling. aka raging endlessly.
So my say is:
-Rage damage increased to 40%, which is a nice balance as you saw above.
-No more AGI loss per RAGE.
-Maximum 3 rages before you need to 'rerage' again.
