Monster Hit Rate

Monster Hit Rate is different from other hit rates, same for Monster Dodge Rate and other things. This is specifically to do with monsters HITTING you, we aren't looking at anything else here.
Just before release, it was 55% base with 1.8% per agi/2.5% per lvl. For example.
You are level 18 with 22 agi
Monster is level 17 with 21 agi.
55-((18-17)*1.8)-((22-21)*2.5) = 50.7% hit rate.
You are level 17 with 20 agi
Monster is level 19 with 21 agi.
55-((17-19)*1.8)-((20-21)*2.5) = 61.1% hit rate.
Obviously this was too high. The base was reduced to 35%, then it went up to 40% a week ago due to some changes. On top of that, per AGI is 2% now instead of 1.8. So right now:
You are level 18 with 22 agi
Monster is level 17 with 21 agi.
40-((18-17)*2)-((22-21)*2.5) = 35.5% hit rate.
You are level 17 with 20 agi
Monster is level 19 with 21 agi.
40-((17-19)*2)-((20-21)*2.5) = 46.5% hit rate.

Not including boss mobs (over yellow), do people feel that mobs hit often?
We can adjust PER LEVEL difference but it will also effect PVP. But generally a 25er vs 25er will be the same no matter what.

I can go back down to a base of 35% or even lower of 30%, this would be the examples::
You are level 18 with 22 agi
Monster is level 17 with 21 agi.
30-((18-17)*2)-((22-21)*2.5) = 25.5% hit rate.
You are level 17 with 20 agi
Monster is level 19 with 21 agi.
30-((17-19)*2)-((20-21)*2.5) = 36.5% hit rate.
But I feel like that might be too low, maybe I am wrong.
Please make sure you are also in an area that is FOR YOU. You shouldn't be in an area 5 levels higher, of course you'll get beat down.
