1.9.0.15f Changes (May 11th Reset)

-Scavenging drops can only be picked up by the scavanger for 20s now (Same as other profs)
-You can no longer bypass the 20s pickup timer with /rget. (Rget picks up 1 junk/common items without a argument).
-20s timer is now visible to everyone on lookover, including the person who can pick it up.
-Fix to the script that checks if NPCs can be attacked in certain areas (for example crystal smash was allowing you to attack player NPCs.)
-A few fixes to control crystals. (Immunity issues, being able to enter the room with another faction while it's under attack, not setting 'under attack' instantly, etc.)
